UK Local Authorities Plan to Sell Off Community Hubs and Sports Centres to Manage Finances

Based on a latest poll of local authorities, UK councils are preparing to sell community centers, sports centres, and shopping arcades as they bet on a rapid disposal of properties to balance the books.

Increasing Financial Challenges Drive Asset Sales

A coalition of councils representing second-tier cities in England reported that 60% of councils are intending to sell assets to cover the rising costs of adult and children’s social care.

Councils have in the past faced criticism for disposing of public land and open spaces to support their budgets, but they contend they must continue to generate essential revenue from asset sales or face insolvency.

This coalition noted that a significant number of councils seeking to generate funds from a fire sale of assets represented “a distinct shift from 2024, when the majority (six in ten) of municipal officials said they would focus on restructuring services and utilising financial reserves to weather growing fiscal pressures.”

Detailed Examples of Planned Sales

Medway Council in Kent announced its asset disposal plan included the disposal of a retail complex in Rainham and a social club in Rochester to generate 20 million pounds over five years.

  • Gillingham golf club and commercial properties owned in two English counties, which all generate rent for the authority, will also be sold under the plan.

Local Levy Rises and Wider Fiscal Strains

The survey of councils in the key cities group, which includes several urban centers, further found that more than 70% of councils will have to raise local levies next spring to cover the rising cost of core provisions, increased rates of housing insecurity, and a persistent accommodation deficit.

The authority explained it will proceed with asset sales after steep rises in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.

“We are adopting creative strategies but some of these require time to achieve both improved services and cost efficiency,” said Vince Maple.

He continued: “There are population challenges which will persist to add to the pressures we have. As a unitary authority, we had a drastic reduction in our revenue support grant from 2010-24, which is extremely difficult.”

National Trends and Projections

Research of regional authorities recently further found council budgets being strained by the growing number of children and older individuals requiring Send support.

The County Councils Network said that council deficits will reach £4.4bn a year by 2029, as they struggle to cope with increased demand.

Government officials have delayed scheduled changes to the Send system until next year after a policy document outlining those changes was recently delayed.

Disadvantage and Funding Gaps

Based on the latest indices of deprivation (the Index of Multiple Deprivation) covering UK local authorities, several participating urban areas were among the most deprived in the country.

  • “Member cities like several major towns rank in the top 30 nationally under the 2025 IMD measures,” said the study.

“While only one key city is among the ten most deprived for disadvantaged communities nationally, cities are much more prone to be in the most deprived fifth of the nation. The data underscores the extent of difficulties confronting municipal officials across major urban centers in the coming year,” the analysis added.

“Council officials have been clear about the need for a equitable and lasting financial structure that accounts for and addresses the actual extent of disadvantage and need,” stated a council leader.

“Without this, local authorities will persist to face difficult decisions around which essential services to allocate spend to, and which to reduce, to the detriment of their communities.”

A fifth of local authorities have cut or compromised social care provision in the past 12 months, the survey revealed.
